Crambe cordifolia
Clouds of small creamy white flowers in huge panicles resembing an enormous baby's breath in June-July. Reaching up to 4-5" in flower, with large cabbage like leaves forming a clump up to 3' across.
Full sun in well-drained soil. Avoid wet soils. Salt tolerant. May need to be staked.
